Yes this is a classic example.  I don't congratulate people for
passing their tech lites, because frankly it isn't that difficult of
a task.  Now if we had fill in the blank, or essay answers, that
might be more meaningful.  I think I was wrong about the 100 mw
limit, because I am thinking back 35 years, and might have not
remembered a rule correctly.  Ham radio is a self policing hobby.  I
guess it starts here.
