Tom what I was thinking about is that the radio might have been programmed
for an odd split.  Maybe the vhf side had been used in the public service
band.  Likewise the reason that I asked about simplex is the off set would
not  make a difference.  If he can do so have him look at the display and
check to see if the radio is off setting 600 kh.
