This appears to be another of those things changed by SP2. If so, it's very
annoying that MS can't even update its own Help file.
In Network settings, click on "Change Windows Firewall
Settings",/Advanced/Settings/Services.

In Win XP Home "Help and Support Center" is a help file about network
permissions.  It says go to "Network Connection" and click on "Incoming
Connection" and then there would be "Network Tasks" with a General Tab and
User Tab.  I am logged onto WinXP as an adminstrator, however, when I go to
"Network Connection" none of the above Information is there.
