Hi.

Ok, I am quite familiar with the Kenwood TS140S so let me set the record
straight on that one.  It absolutely does not have an option for speech or
a keypad entry, so from an accessibility standpoint, it is a no go.  It's
only redeeming feature from an accessibility standpoint is that the last
ten memories can be programmed to be tuned between two frequencies, so if
you set those frequencies just inside your band edges, you can keep
yourself from going out of band.  Still, I don't think that this is good
enough to make this radio attractive to a blind user.  One would have to
somehow tap the frequency display with some kind of generic synthesizer
board as was being discussed earlier this week, and if you could find such
a board, and find someone with the expertise to make the modifications, it
would be expensive in all likelihood.  The real shame of this is that this
radio doesn't use any setup menus, so if you could figure out how to tell
what frequency you are on, which VFO is active, or what memory you are
using, the radio is otherwise usable.

I know this radio well because I had its big brother, the Kenwood TS680S
which was a Kenwood TS140S with 6 meters added on.  I had enough vision at
that point in time to use the '680S, but there's no way that I would get
away with it today.  I think the path of least resistance is to look for a
different radio.
