As you might suspect there are many reasons that you may have a slow line.
I have access to some slow phonelines as well. The best way I have found to
get the best speed possible on a dial up phone line is to use an External
Modem... A US Robotics External.

I had, in my older computer, only one type of internal modem that would
give me any speed at all and that was an older ISA slot type US Robotics
modem.

Any PCI modem I tried always had trouble.

Now days computers are NOT made with ISA slots only PCI slots. If you have
a good phoneline they seem to work OK. If not or if Windows is sluggish and
is having trouble so will the modem.

Apparently from what others have said, the internal PCI modems work with
one processor and uses its source for power for the second processor from
the operating system. The External modems being self contained, have two
processor and there own power source, etc.... seem to get better speed.
Down side seems to be nobody has any Sales on External modems as they do on
Internal modems.

I have tried the Conexant HFC modem at my friends house and he gets a good
49 plus connection. I my house usually about 21 plus. My external
USRobotics however is good at my friends house and gets me between 37 and
40 plus at my house.

Hope this helps
