I have run into a similar problem on my own network. However, my computers
can share resources but the shared items cannot be browsed. That is, you
cannot view the shared items with Windows Explorer. Try this. Open a CMD
window (Start/Run/CMD) and type IPCONFIG. This will give you the IP address
of your computer. Then type NET SHARE - this will show what you have shared.
Then go to your other computer and open a CMD window there. There type NET
USE X: \\theIPaddress\theShare - use the IP address and share name that you
got earlier. This assumes you are sharing a file. A similar procedure is
used for a shared printer, but first let's check this out for file sharing.
Let us know if this works for you. If it does, then either your problem is
solved, or we can look for reasons that the shares don't show in Explorer.

I ran the network wizard, and I also changed everything manually, Bpoth
computers have the same workgroup name, computer name, and description, I
turned on files sharing, I also selected some files and turned on sharing.
Tey do show the hand below them, also did this with c drive.
I still cannot access them? I am doing something else wrong?
