The following response from the "Envelope Manufacturers Association"
indicates that envelope glue made by National Starch, a major domestic
supplier, are corn-based and gluten-free but the industry suggests not

Dear Mr. Elias,



Since Maynard Benjamin is on vacation, he has asked me to respond to your
e-mail regarding gluten in envelope glue.



I contacted National Starch and Chemical Co. and the attached pdf file was
forwarded to me to pass along to you.  I was told that to the best of their
knowledge, the standard remoistenable adhesives supplied by National Starch
for envelopes do not contain gluten. Their suggestion to the general public
would be that neither National Starch nor the envelope industry in general
encourages licking envelopes.   A moist sponge should be used.
