I'm worried about depending on the JAWS verbosity settings to avoid JAWS's
bothering other users of the computer, since the activation of JAWS requires
pressing <enter> before trying to fill in forms, and non-JAWS-users aren't
used to that.
I think it beetter to let JAWS start for everyone, let everyone know how
to turn it off with ins-F4 <enter>, and remember the keystrokes ctrl-esc j
needed for turning it back on if you don't want to reboot.
