There was a discussion regarding this issue with Handi-Hams a year ago.  They
have no control over the requirements, unless they were to choose not to
accept federal funds.  I doubt that that would be a reasonable option.

But, I agree that accessible study materials are quite helpful.  When I
studied for my Extra, I had a reasonably up-to-date copy of the license manual
with the sample questions.  But, the basic electrical theory doesn't change,
so as far as learning materials, having the most up=to-date book isn't real
critical.  There are sites on the internet that are accessible that do provide
sample test questions, and I believe you can download the VE question pool as
well.
