Not really. The old W95 drive is probably FAT32, which WinXP can
read/write with no problems.
The biggest problem I've seen with USB enclosures is that poorly
designed ones will cook a hard drive due to poor ventilation / air-flow.
So with extended use (read/writes lasting more then a few minutes)
it's possible to cook the drive circuitry.
We currently use BYTECC ME-835U2F enclosures, which have a 2nd internal
fan for cooling the hard drive. Pricey, but seem to be holding up well
for our users. I haven't gone and stuck a temp probe inside them yet
though to double-check.
