Because they didn't think the people would make the right choice therefore they have the electroal college which can over ride bad decisions on the voters part - you know like electing Gore........

Jeffersons whole educational point was to educate people just enough to be able to vote, pay taxes, and do simple business but you don't want them to smart then you can't tell what they want.
