If I was transcribing this using a braille translation
program, I'd prefer the second option, since it clearly
shows verse/paragraph breaks. Most braille programs would
indent each paragraph by two cells anyway, stripping out the
spaces.
As regards reading on a braille display, a 12 cell paragraph
indent to my mind, is way over the top.
Just my humble thoughts from across the big Pond.
