I have had this problem in Win 98 and finally concluded that with a network
card installed, the dial-up settings always revert to "never dial a
connection". So to dial under this situation, I manually dial, then initiate
IE or whatever browser. I put a shortcut to the dial-up on the desktop to
make it easier.
