Here at United Cerebral Palsy (UCP), we strongly believe that early
childhood intervention is the fundamental foundation for lifelong
independence.

However, our research shows that up to 80% of children and youth in
American foster care systems have a physical or cognitive disability,
and they simply do not have access to the supports and services they
need.

That's why last month United Cerebral Palsy launched a partnership with
Children's Rights, the nation's leading organization promoting and
protecting the rights of children in foster care systems.

The partnership will bring together Children's Rights' advocacy
expertise with the grassroots power of the UCP national affiliate
network to promote foster care reform in states around the nation.

As always, thank you for your continued support.

Stephen Bennett
President and CEO
United Cerebral Palsy

"There is a serious systemic problem that needs to be addressed....
Available research indicates there is a clear lack of information given
