I'm reminded -- early in career working on 3 bus depots in Harlem we had
one depot fully rewired, a 2.5 year process, and had not been able that
entire time to get the NYC Transit Authority to get Con Ed to agree
where they were going to feed into the building. We had drawings that
told the electrician to run all the conduit to a spot where a
non-existant and imaginary vault was to suddenly appear. As I recall it
ended up in something like a $2M change order that the TA got nailed w/
because they had received a letter every 2 +/- weeks for 2+ years asking
when they were going to get it straightened out... and they had never
replied to any of the letters. This was when the TA was doing the best
they could to blow their $5B from the Feds.
