with the TS-570, I can get 105 out of it with out the tuner but with the
tuner it's 90 on SSB so I don't care, that 15 watts isn't enough to even
worry about.

Well, 90 watts isn't bad, actually should be 100, but depends on supplied
voltage and so forth.  Onam, the power is purposely set to  25 watts to
prevent over heating, as this radio wouldn't survive 100 key down.  On
ssb, peak readings are very hard to read unless you have a very good peak
reading meter, and should actually be checked with a two tone oscilator.
In short, relax, your radio isn't all that far off.
