ralabs is maintained by one guy so it can sometimes go down due to computer
problems or the radios are just simply offline.
There is a warning about the radios being taken down during storms and such
so that could be a factor when you cannot access them...their individual
pages may just disappear when they are disabled without an actual reason
popping up as to why.
