Kevin,
There are no handhelds that speak.  The closest to that is the Icom T90A
which has a Morse code output of the frequency display.  The THF6A,
however, is quite accessible to a visually impaired ham; various menu
locations are identified by differing tones and the handheld is rather easy
to use once you get the hang of it.
