Installing Windows when the recovery disk is lost

My son has his girlfriend's gateway 2000 computer to fix. The hard drive
was bad and he replaced it. Now the message on screen "operating system
missing". She can not find her recovery disk. Would any Gateway recovery
cd work? Would I need to buy a windows 98SE cd? Will I be missing
drivers? Thank you.   Nancy Palmer
