Michael,

I think a pop up blocker is the likely culprit here.  Ted, realize that pop
up blockers can be found in things like the Google or Yahoo toolbars.
Additionally, Windows XP, service pack 2 has a pop up blocker now as part of
the operating system.  to temporarily disable it, hold down the control key
immediately after selecting a web page.
