I am working on a project that includes using video material in an
on-line course.  We would like to place the video material on a DVD, but
it would need to be controllable by blind people using screen-reading
software in a PC containing a current Windows operating system.  The
degree of control would have to extend to being able to start and stop
the DVD, go to specific sections within the DVD, pause and play, and
rewind and fast-forward.

Does anyone know if this exists?

(The actual video material is being developed with built-in narration, so
that type of accessibility has been accounted for.)
