I guess it would be hard to decide who realy needs help and who does  not, I
worked at a pregnancy crisis center and often had to give young girls
referals, when they requested money.  We kept a list of those we had helped,
and where we had refered them.
I guess the thing that bothers me  is that churches sometimes spend their
money on tv and radio, instead of having ninistries that help the local
community in which they live,
