Have you tried to disconnect all the drives? It may be that there is a
problem in the power supply loading due to a bad device or cable. Also, it
is possible for the supply to be bad but the fan voltage is still working.
One more thing to try. Remove and reinsert the CPU. It could be a bad
connection on a pin. Nothing to lose here.
