most likely based on time,  in other words, when you charge it, it knows the
battery should be good for 13 hours or something like that and though it may
vary, not all that much where as the HT's, if you're just receiving on them
they might last a day or so, but if you transmit a lot high power could be 4
to 6 hours low power more then that, based on how much you use it so you
really can't tell how long those will last, likewise, the HT's some of them
anyway, use a little current for keeping memories and all in tact when
they're shut off so if you let it sit for a while, I know icom works that
way, but have the backup memory battery, but if the lithium ion pack or what
ever it takes is on the radio it uses that instead. So, that won't work with
an HT. My laptop is that way too, it has a lithium Ion battery, and it says
right in the manual that it's primarily based on time so percentage wise it
could be off and other models need to be recalibrated or they'll start to
warn you long before they're ready, my old one did that in fact and that's
why.
