I'm not sure what to say about this one.  You shouldn't need to comply with
HIPAA if you are simply providing  study materials, but they do run a camp
which does provide some medical services.  For example, there is a doctor in
attendance.  i do feel that it may be necessary if someone is going to camp,
but not simply to join the organization.
