I recall periods when 98SE was having trouble detecting a serial mouse.
The best fix I ever found was to install a DOS serial mouse driver in
CONFIG.SYS or AUTOEXEC.BAT. Apparently it was easier for 98SE to reliably
detect, and take over from, a loaded DOS driver than to detect the mouse
hardware itself. Or it may just be that the DOS driver corrected some
initialization of the serial port that 98SE just assumed would be there.
