Hi,
What they are referring to is the persistance time for the pixels. The
older LCD panels had longer times, this would lead to 'streaking' or 'ghosting' on
fast moving parts of the video display (most noticeable in games, or action
sequences of movies). The newer monitors, with the lower persistance times have
pretty well eliminated this problem.
