On the post office issue at least, I can assure you that you should be in
the right to ask to have your mailbox put on your side of the street.
Another approach, though I'm not sure that you would be successful, is to
request, what is referred to as a "hardship dismount."  This way, your
mail would be brought right into the house.  Because Vernon is able, you
might get some hassles for this, but it's worth exploring anyway.
