That's the opening line in the net, like for example if I was running the
local swap and sell net I check in to here and ran a couple times I'd say
"welcome to the RI swap and sell net where we give amateurs a chance to swap
and sell items related to amateur radio to other amateurs. and so-on  I
won't go through the hole thing but you get the idea.
