I use the same set-up, except with DSL.
All you need to do is go in Control Panel, Network Connections,
and make the Broadband the default.

Somewhere there is a setting to fall back to the modem when the
Broadband is not available, but I handle that by keeping the dial-up
modem turned off. (It is external.)

Some programs that are "hard coded" to a certain device need a
little quick setting change once in a while when switching back and
fourth.  A small price to pay to retain some control over what the
system (spelled Windows) will do on its own...
