HI,

My experience:

If the unit is going into an external Usb hard drive case it needs to be
formated first.

If the unit is going into a removable IDE device, it should be able to
be formated in the system,
provided the hard drive rack system is powered keyed on.

FWIW:
Mine says to format it before you install it into the case... (These
instructions came with the case...)
