Once your OS is installed to a specific drive letter (D in your case), it is
possible, but difficult to change it. Here are a couple of links to
instructions on how to do it:
http://support.microsoft.com/kb/223188/http://www.petri.co.il/change_system_drive_letter_in_windows_xp.htm
However, it may be easier to do a fresh install with C being the new drive
target. In case you decide to proceed with changing the letter, I can share
with you that I have done so successfully. Good luck.

When I reformatted my HD, the drive letter changed to D, with the other
partition being E. I don't have a C drive on my computer now.
Will I mess everything up if I change my main drive from D to C? Will the
installed programs know where to find their files?
