I don't know whether or not the toll-free number Butch Bussen gave will
work, but I do know that:

(202) 418-1250

will work. After getting some "verifying information" from you, they will
give you a temporary password.

Just to clarify, your FRN is different from your license number. Your
license number is a nine character number beginning with "l" followed by
eight digits.
