I *could* be wrong, but I believe that the POST is part of the BIOS ROM
code executed by the CPU. It may detect bad memory or missing video, but if
the CPU or motherboard are sufficiently "dead", it ain't gonna happen, so no
beep.

I had a problem like this once and it turned out to be that the positive lead from the power switch was connected wrong.
