You'll need a system running windows 98 or previous, it may be
possible with M E.

There are many ways to do it, but this is the one I know.

Get to a dos prompt from the shutdown menu.

Put a blank disk in drive a:
    If you're not at the
c:\windows\command
directory get there by typing
cd\windows\command <enter>

next type
format /s a: <enter>

next type
sys a: <enter>
you should get
system files transferred successfully.

When bootted this disk will give you the most basic a:> prompt

You can add config.sys and autoexec.bat files to do other stuff
you want done like load up a screen reader.
