Your adapter could be the problem but not likely.  Win 98 SE will work with a
serial mouse or PS-2 if your motherboard and other hardare are OK.  As it is
listed on Device Manager and does work properly you could have a bad mouse or
some other driver issue.  I would try to use another known to work serial
mouse and remove the existing mouse and try a reinstall.
