Sorry, I can't help with #1 nor do I directly know of a genealogy mailing
list for blind or visually impaired.
I do know the genealogy community is very, very giving. I suggest you go
http://www.rootsweb.com/~jfuller/gen_mail.html Also
http://www.raogk.org/ I am sure when your posts include the information
you are visually challenged you will find those who are willing to
transcribe census returns etc.
I manage a number of mail lists and when I went through a period of being
visually challenged [which explains my being on VICUG-L] the members were
very supportive.
