I am doing some research for a friend who can't afford high-speed and would
be best served by a reliable and low-cost ISP.  I know there are many that
cost around $6.00 per month, especially if you pay in larger
increments.  Does anybody have any experience with any such organizations,
or know of any site that objectively reviews them?
