It isn't an RJJ11, though it looks a lot like one.

The DecExpress has a DB9 on the computer end, and an RJ11 on the Dec end.
You can probably get one built if you know anyone that can put cables
together, a dying art these days. Probably cheaper than purchasing one as
well.
