Check to see if the PCs are using firewalls, because if they are then the firewalls could be set up to not allow anyone to access the computer. You must make suer that the firewalls accept access from the lan and that the firewall doesn't "hide" the PCs from the network. Some firewalls, such as Zone Alarm, aren't completely turned off when you shut the program down. They keep the ports closed even though you turned the firewall off.
But, this only applies if you have a firewall on either of the computers. Besides that, I do not know.

the same problem. But can ping when using the same
wire of 2 meters.
