You might want to call the ARRL about this.
Or, maybe you could check the FCC data base, although I know that web site
is a bit harder to negotiate.
There may be a backlog of some sort, but you're right--This is kind of long,
given the usual short turn-around time.
Let us know how you make out.
And, whatever you do, don't loose your CSCE form!
