Here in Wisconsin, both the State Rehab people and the Wisconsin Council of
the Blind are aware of Window Eyes.  In fact, at the last seminar WCB held
there were demo copies available for Window Eyes, Jaws 5.0 and Open Book
7.0.  Neither is promoted over the other to the best of my knowledge.  My
husband chose Jaws as he had used an earlier version and was at least
somewhat familiar with it.
