I've heard it said that when someone in Britain needs to go to the loo (in Sweden we're very open with these things) she/he can use the phrase "to spend a penny" or "to see a man about a dog" (poor dog!). Is this just evil talk or is there any truth in it? Anyone who knows?

Oh well, we used to call it the "powder room" (at least the ladies' room).
And going to the ladies' bathroom was called "going to powder my nose".
(Americans have a euphemism for everything.)
Restroom is better than that. Of course, the British call it the Loo.
