Subject: city cuts

Alders Linda Bellman, Zach Brandon, Judy Compton, Paul Skidmore, Cindy
Thomas and Paul VanRooy have formed a group known as MadTax and are
proposing the following cuts to the city budget. The following is from
their news release issued 10/20/03.

1) $17,031.00 -  Common Council - 5% salary reduction for each alder
and a reduction in postage, conferences & supplied.

2) WYOU: $126,230 - Changes the distribution ratio of the Public,
Educational and Governmental (PEG) Access funding from subscribers
contributions by moving WYOU's funding to the Madison City Channel.
Madison City Channel's 2004 operating budget will be reduced by the
corresponding amount. The amendment technically cuts the 2004 Madison
City Channel budget, but it effectively eliminates WYOU's city
funding.


3) $30,000.00 - City Advertising Budget - 10% cut to Advertising
General and Advertising TV/Radio.

4) $58,741.00 -  Office of Neighborhood Support - Eliminates the
creation of a new staff position, within the planning department,
whose
role would be very similar to that of an alder. Amendment would create
$43,771 in salary savings and $14,970 fringe benefit savings.

5) $50,000 - Health Department Merger - Identifies the salary savings
created by merging the city and county Health Department heads and the
Women with Infant Children (WIC) position. These salary savings were
identified at the City-County joing announcement, but are not
reflected
in the 2004 executive operating budget.

6) $13,000 -  AAspire Interns: Eliminates the $13,000 in funding from
the Affirmative Action Department. The program was eliminated in the
agency's request and was reinserted as a supplemental request.

7) $8,000 - Sister City Program - Does not eliminate the program, but
does reduce the program's budget to $2000. The remaining budget would
be
used for corresponding, but would restrict travel and gifts.

8) $176,500 -  Contingency Reserve - reduces the budget's contingency
reserve to its 2003 level plus inflation

9) $23,000 - Race Study Circles - Transfers $23,000 from the Federal
Equal Opportunity Commision (EOC) revenues to the Race Study Circles
program. The amendment would then reduce the program's general fund
funding by the corresponding amount of $23,000.

10) $100,000 - Affordable Housing Trust Fund - Removes the 2004
funding
for the trust fund.

 11) $84,340 - Cost of Living Increases for Private Non-Profits -
Removes the cost of living adjustment for private, nonprofit companies
in the community resources budget.

12) $60,000 - Affirmative Action Department Merger - Amendment
identifies salary and fringe benefit savings created by merging the
Affirmative Action Department into the Human Resources Department.
Savings would be created by the elimination of one department head and
one staff position.

13) $7500 - Civic Promotion - Restores the line item to its
traditional
funding level of $2500. Line item was combined with the Neighborhood
Festivals line item in 2004 executive operating budget.

14) $5000 - Jobs with a future: Eliminates 2004 funding for the
program. Funding was supposed to be internally funded and not a
separate, new line item.

15) $ 15,000 -  Planning Resources - Removes any undefined line item
from the misc budget. Review of prior years did not identify any
consistent use or rationale.

16)$ 24,700 -  AIDS Network - Removes charity from the miscellaneous
budget where it was placed because it did not qualify for community
resource funding. Funding of charities outside the community resource
budget promotes special interest funding for even the worthiest of
programs.

17) $39,583 -  Prositution Rehabiliation: Removes the 2004 funding for
ARC Community services respect prositution rehab. The amendment uses
the
2003 funding levels because of the cost of living adjustment
elimination
outlined in the above amendment.
