Jim you may want to read the article in question. :)  It specifically
tells Web developers why they do NOT need to get themselves a copy
of JAWS -- unless they are willing to spend from a week to a month
using it as their only form of computer access, monitor turned off.

Instead, the article urges compliance with the Web Content
Accessibility Guidelines from the W3C, points out a number of
alternatives to JAWS, and encourages Web developers to hire experienced
JAWS users as part of their development and testing process.

The title is basically a hook to get well-meaning Web designers to
take a look at it, and then realize that they don't need to write
silly petitions calling for JAWS to be given to them for free. :)
