Kelly and other interested listers;

I'm not sure just how the ADA or Section 504 apply to the software used by
the U.S. Navy.  Section 508 of the Rehab Act does specify software
accessibility with limited exceptions.  One of those exceptions, however, is
for software purchased by Department of Defense agencies and/or employed for
national security purposes.

I think it has already been pointed out by someone else on this list
(perhaps it was a different list) that the suit against Arkansas for
deployment of the AASIS software was based on a Arkansas state law that
requires access for non-visual users of state information technology
resources, and not based on either Section 504 of the Rehab Act or the ADA.

the Navy will only get away with it if someone lets them.  Enforcement is
complaint driven, so unless people file complaints or sue purchasing
decisions will likely not change.
