Hi - Windows 2000 doesn't have the ms-config utility. Here is a program
you can download that works with win 2000 and acts the same as
ms-config. It is freeware and very good. If you click on the link and it
asks you to register instead of downloading the program simply register.
You are registering to the PC Magazine on line web. Simply do not check
any of the boxes indicated and you won't be spammed. This not for
Windows XP. Here is the link:

I do not offer any technical advice for this product but it is very easy
to set up and use. Create a folder and either download the program to
that folder or copy the zip into the folder once downloaded. Open the
zip in that folder and run the set up.

I haven't done this for awhile but I think to get rid of the short cut
bar you have to put the Office installation disk in and let it run. You
will be prompted as to what you want to do. One of the options is to
remove a component. Select this and then select the short cut bar. I
don't know what kind of problems you are having with the short cut bar
but it is 'dockable' in that you can mouse click on it. hold the mouse
button down and move the bar to where ever you want it on the desktop.
You also have the option to 'hide' the bar. This means the bar is
invisible until the mouse pointer is placed on it then it becomes
visible. To do this simply right click on the bar and choose 'customize'
from the menu that appears.On the right of the dialog box that opens is
an option to hide between uses. Put a check in here and hit 'ok'.
