A "good" (or higher quality) AMD CPU capable MB will have
the BIOS monitor the RPMs of the CPU fan (rotation) and shut it
down on a failure, or "out of specs" condition...
AS for your question about the Sempron 3000+, get a Barton 3000+
if the MB supports it (FSB, etc.) That would be a more "high end" chip.
(Which is not what you asked, I know... <grin>)
