In order to discourage users from trying to use "workstation" editions of
NT/2K/XP, these versions limit the number of simultaneous connections
they'll accept. Server licenses are available at various price points,
depending on the number of simultaneous connections allowed.
I think Microsoft is trying to tell you that 31 machines is too many to be
doing everything peer-to-peer, and that you ought to have a server they all
connect to instead.
