Have an eye out for an Icomm IC-27H which was released in 1984.
This rig could be had for around $100USD.
I recently traded one and it had the UT-16 voice synth in it.  This synth
may be still available on the used market.
The U.S. version has a 50W max out put, 140.000 to 149.995 RX and TX.
The rig has 8 mem channels.  The only thing is it must be programmed by a
sighted person because there is no speech assist and its a bear to program.
The synth announces freq only.
